I created a new Indicator with two Oscillators. The first one is set to 20 and the second one is set to -20. Both are red.

When the indicator is added to the chart (2nd panel), the Oscillator lines are not visible. However, if the plot line touches 20, then that Oscillator line will be visible. Ditto for -20.

The plot line itself will range from 100 to -100.

How do I force the 2nd panel to show both Oscillator lines when the indicator is added to the chart?

We do not support fixed y scale at this time which would do what you wish. What you could do is add two more plots and have them at constant values fo 100, -100. This will then force the indicator panel to scale from 100 to -100.

I think this might solve what you're trying to do.

Keep in mind that as Ray has stated, there is no supported way to this, so my technique is not guaranteed to work in future versions of NinjaTrader.

Excellent, that'll work very nicely.

Just have to watch out for the upgrades.
