I use 1 and 5 second charts but for some reason they behave similar to tick charts, meaning that they move only if there is a change in price. I need a constant time scale, but because of this bug, scale on time axis differs depending on the activity of the market. As far as I know, other people have a similar problem. I tried to find a solution on this forum but failed.

That is correct behaviour. I assume that what you mean is if you have a 5 second chart, you want to see increments on the x-axis in 5 seconds? Right now, there could be missing increments if no tick came in during that bar time.
This is currently by design since NT creates charts driven by bars and not time. It is on our list to include time driven bar creation.
