If I want to display bars on their own panel, that have a non-zero high and low value, how do I specify those values to the plot?

You could override the default Plot() method for this, the Value Charts in the sharing would show a good example - http://www.ninjatrader.com/support/f...ueChart&desc=1

In the example code there are if statements regarding ChartType.RelativeChart and ChartType.ValueChart. What are those? I can't find them in the help file.

This is entirely custom code and not NinjaScript dkrumholz, you would need to review the code closely.
