Default External Data Feed with existing Chart

This is an extension of [Ticket #16606]: External Connection with TS.

If I do the following sequence, I can't get the External Data Feed to start:

1) Launch NT and NT opens with an existing chart that uses the External Data Feed. This is how I prefer to launch NT (at least till the concept of a workspace is released).

2) From NT - File/Connect/External Data Feed.

3) Launch Tradestation. Open Workspace with a chart that has NTExternalFeed Strategy applied to it.

The only way I have been able to consistently get the External Data Feed to start is:

1) Launch NT with no charts open that use the External Data Feed. This means If I launch NT and a chart opens, I have to close the chart then relaunch NT so that NT starts without a chart open.

2) From NT - File/Connect/External Data Feed.

3) Launch Tradestation. Open Workspace with a chart that has NTExternalFeed Strategy applied to it.
