Default NT7: New Unmanaged Order Submission

Does that mean that one can send Market-On-Open MOO and Market-On-Close MOC to the exchanges via the broker like Interactive Brokers?

No, those are order types. Unmanaged just means that you are not inhibited by our internal order handling rules.
