In order to backtest a strategy using a 10 sec chart, which historical data do I need, minute or tick data? And where is the Historical Data Manager located in NinjaTrader 7?

You will need tick data. The historical data manger is located in Tools > Historical Data Manager.

Unfortunately I am not aware of any data providers that offer this many years of tick data. Generally they stick to about 3-6 months. If you want this much data you would probably need to obtain it from a 3rd party and import it into NinjaTrader.
