Default Partial Fills Error

I'm running simulated data, and I tried gonig to Tools -> Options -> Simulator -> Enforce Partial Fills

I tried clicking this option, restarting the program, resetting to defaults, and trading with the maximum volume the program would allow (including adjusting the initial cash to 10M). But every time I enter "buy bid" for example, the program does a full execution. Any ideas on how I could get this to work?

What lot size are you using typically?

It's 6.5.1000.16, simulation only.

I tried buying and selling 2,000 shares of various Dow 30 stocks (the program didn't let me go up to 10,000). The bid volume is typically around 5,000 but it often goes to less than 2,000. Even so, if I understand this correctly it should give me partial execution if I try to buy as little as 2 shares.
