Registering vs not Registering

How is it that NT forum is the only one that doesn't force you to become a member in order to download their files?

Is this an error, or oversite?

If you can download content without signing in, then what is the purpose of registering and signing in, other than to post problems, code etc.

It should queue you to sign in in order to download, but it may be you had signed in once already.

The main point of making people register is so they have to agree to the Forum Rules- So they know to respect other users and not to present code from others as their own.
