Need help to determine fastest integration method

I'm looking to trade some news events in an automated fashion. Which of the integration methods (file, vBasic, COM, etc...) is the fastest within NT?

I can work with any of the IDE's, just hoping someone could save me some time in development and testing.

If you are wanting to send signals from an external application I would use the DLL interface.
