Unable to uinstall NT7, Vista Home Prem

After the installation file downloads, and I follow the steps to complete installation, I get the following error -
"The system administrator has set policies to prevent this installation",
(After some websearching, tried to find and use something called Windows Installer Cleanup Utility, also unsuccessful.)
