Is there a way to have a 24 hour chart place a marker/line on the 9:30 open?

Thanks for the clarification.

1.) Please upgrade to the current version of the NT 7 beta (7.0.0.18) via the following link: http://www.ninjatrader.com/webnew/download_trading_software.htm

2.) To accomplish your goal, you'll need to create a new session template where begin/end times are 9:30 AM.

Then it would no longer be a 24 hour chart, or am I missing something?

So long as both the begin and end times are 9:30 AM, you'll still be using a 24 hour chart.

Please check the Default 24/7 template as a reference.

Ah I see, if the open/close is 9:30. That impacts a lot of other things on the chart, pivots, and OHLC for example.

Is there a method to just say "at 9:30 bar open, horizontal line" ?

If session templates won't meet your needs here, a custom indicator could be used to take this action.
