Dertermine if a non strategy order in process?

Can you determine inside a strategy if a non strategy order (manual) is in process or already placed for the account within a strategy?

I thought this had been answered on the forum before but could not find the post. I would like to be able to suppress a strategy order from being placed if a manual order is already in motion or was executed outside of a strategy.
